Voluntary health insurance (from 01.01.2026)
Good news! Starting from 2026, the terms and conditions of voluntary health insurance contracts will become more favourable. You no longer need to have insurance history or paid social tax.
Voluntary health insurance: you can conclude a contract
Are you not part of any group eligible for health insurance? Then you can obtain voluntary health insurance, where you pay the insurance premiums yourself. This will give you access to the services and benefits of the Health Insurance Fund, except for benefits for temporary incapacity for work.
Can I conclude this contract?
You can conclude the contract if you
- reside in Estonia according to the data in the population register;
- do not belong into any group eligible for health insurance, but wish to insure yourself, or
- wish to conclude a contract to insure another person. To do this, they must have authorised you in the Health Portal.
When does my health insurance take effect?
- The insurance takes effect one month after the conclusion of the contract.
- If you sign the contract while your current insurance is still valid, your insurance will continue without interruption.
What are the scope and limitations of my health insurance?
Your insurance will give you the right to
- use healthcare services through the Health Insurance Fund;
- purchase discounted medicinal products and medical devices on the same terms as other insured persons;
- receive both financial and non-financial benefits, except for the benefit for temporary incapacity for work.
Please note! We do not reimburse additional fees or co-payments.
What is the term of the contract and how much does it cost?
You can sign the contract for one year at a time. The insurance premium is calculated based on data from Statistics Estonia. The average gross monthly wage in Estonia for the previous calendar year is multiplied by 0.13. The amount of the premium changes each year after Statistics Estonia publishes the average gross monthly wage of the previous calendar year in Estonia.
You can pay your insurance premiums once a year, once a quarter, or once a month.
- The annual premium is 3090,00 euros.
- The quarterly premium is 772,50 euros.
- The monthly premium is 257,50 euros.
The payment frequency cannot be changed during the term of the contract.
How can I conclude the contract?
You can submit your application for concluding a contract on the Health Portal.
When does the contract end?
The contract ends when
- you are granted health insurance in some other way, e.g. by taking up employment;
- you move to live abroad;
- you do not pay your insurance premiums on time;
- the contract expires;
- the insured person dies.
Upon termination of the contract, we will refund the insurance premium paid in advance. The calculation is made down to the day from the end of the contract.
