Students studying abroad

Students studying abroad are entitled to health insurance on the same terms as students studying in Estonia. Students studying at a foreign educational institution equivalent to an Estonian one are entitled to health insurance. Students become entitled to health insurance from the start of their studies. Students and higher education students who go to study abroad must submit an  application and a document certifying their studies at a foreign educational institution to the Estonian Health Insurance Fund in order to continue their health insurance coverage in Estonia. A school admission notice or a certificate issued before the start of studies does not provide eligibility for health insurance. Please submit the certificate no earlier than 30 days before the start of studies. The certificate must contain the following information:

1. name of the educational institution
2. address of the educational institution
3. first and last name of the student
4. personal identification code or date of birth of the student
5. duration of the study period
6. first and last name of the representative of the educational institution, their contact details and signature  

Options for submitting the certificate and application: 

1. in the state portal service ‘Applying for health insurance (pregnant,  studying abroad)’ 
2. digitally signed by email to info [at] tervisekassa.ee (ravikindlustus[at]tervisekassa[dot]ee), 
3. by regular mail 

The document certifying studies must be submitted to the Estonian Health Insurance Fund each academic year, as health insurance is issued on the basis of the submitted document, either for one semester or for a maximum of one academic year.  
The status of an application submitted through the state portal can be monitored independently in the state portal.
