Persons studying abroad

A student studying in an educational institution in a foreign country that is equivalent to an Estonian educational institution is entitled to health insurance.

Students and higher education students who go to study abroad must submit an application and a document certifying studying in an educational institution in a foreign country to the Health Insurance Fund to continue Estonian health insurance. This certificate must contain the following data:

  1. name of the educational institution
  2. address of the educational institution
  3. first and last name of the student
  4. personal identification code or date of birth of the student
  5. duration of the study period
  6. first and last name of the representative of the educational institution, their contact details and signature

Options for submitting the certificate and application: 

  1. in the state portal service ‘Applying for health insurance (pregnant,  studying abroad)’ 
  2. digitally signed by email to info [at] tervisekassa.ee (info[at]tervisekassa[dot]ee), 
  3. by regular mail 

The document certifying studying must be submitted to the Health Insurance Fund every academic year, as health insurance is formalised based on the submitted document for one semester or for a maximum of one academic year.

The status of an application submitted through the state portal can be monitored from the state portal.

Insurance is formalised within 7 days of submitting the documents. Insurance will commence on the day of the entry.

Insurance will be terminated 3 months after the semester or academic year ends.

You can check the validity of your health insurance in the service ‘My current account with the Health Insurance Fund’ of the state portal eesti.ee, by phoning the Health Insurance Fund’s customer service (+372) 669 6630.
