Certificate of incapacity for work issued abroad

In the event of falling ill abroad, the employee must apply to a foreign medical institution for the confirmation of temporary incapacity for work.

The Health Insurance Fund and the employer will also pay the benefit for temporary incapacity for work to the insured person on the basis of a document certifying illness issued by a foreign doctor.

The document certifying illness issued by a foreign doctor must be submitted to the employer, who must attach the employer’s certificate (the form can be found here) and forward the documents to the Health Insurance Fund. The Health Insurance Fund may require that a certificate issued by a foreign doctor be accompanied by an Estonian translation certified by a sworn translator.

The cost of translating the certificate is borne by the insured person.

You can submit a certificate of incapacity for work issued abroad:

  • via email to info [at] tervisekassa.ee (info[at]tervisekassa[dot]ee);
  • by post.
